I know the 982 has been around for a long time and probably gone through many iterations, but does it always has the swans neck regulator?

I always hesitate to be unequivocal...
...since there always might be one exception to any "always". That said I know of no Cal. 982 movement produced by IWC that did not have a Swan's Neck Regulatur,
However, I wonder when you say that the Cal. 982 went through several iterations. I can't recall any for the Calibe 982 itself. But there was first a Calibre 98 and then some special 982x's (like the 9828 for the 1993 Jubilee model). Those literally aren't 982's. I would need to check but I think some of the cal. 98s may have had different regulaturs and I know that all of the 982x's did have Swan's Necks.
However, all the "modern" Jones movements are based on the Cal. 982, such as the movement in the Vintage Collection Portuguese (calibre 98295). Those use "arrow" Regulators like the 1868 Jones pocket watches.,

Calibre 982 without Swan's Neck Regulator
I have seen calibre 982 pocket watches offered for sale that do not have the swan's neck fine regulator - examples posted above.
Since I have only seen pictures and no extracts from the archives I cannot say whether these are but they do look to be genuine.
I myself have a calibre 972 without swan's neck that intrigued Kurt Klaus when I showed it to him because he also believed none were made without the fine regulator. Mine is genuine as far as I can tell - and for mine I do have an extract from the archives.
