If you mean what you see in watch photos, then some watches hack, that is the second hand stops moving when the crown is pulled out.. Often photos will be taken with the hands set to around 10 past 10..
I hope that is what you are meaning as I would hope they are not leaving open routinely as in humid atmosphere would probably not be good for the watch internals..
The Kiwi gives the right explanation. If you have a camera that you can fully control, focus on the second hand and take a 1 second exposure of the watch running. You will see an interesting effect of the second hand in the photo.
